If liberals want to limit the number of people, why do they want to let more people in to the country? Doesn't wide open immigration negate the child limit scheme?

Not if you are part of the agenda 21 social justice crowd.

Recently the Seattle city council was planning to eliminate single family homes, for instance, because it was not fair for some people to have them and not others.

Agenda 21 policies date back to the 1970's but it got its real start in 1992 at the Earth Summit in Rio de Janeiro when President Bush signed onto it. President Clinton signed it later and continued the program in the United States. Agenda 21 is 'soft-law' and did not have to be voted on by the Congress. A non-governmental organization called the International Council of Local Environmental Initiatives, ICLEI, is tasked with carrying out the goals of Agenda 21. Over 600 cities in the U.S. are members, and that number is growing. The costs are paid by taxpayers.

In 1988, former Canadian Minister of the Environment, told editors and reporters of the Calgary Herald: “No matter if the science of global warming is all phony…climate change [provides] the greatest opportunity to bring about justice and equality in the world.”

"Interestingly enough, the Change.org website includes a petition calling for a nationwide ban on single-family homes, GovtSlaves.info reported, because they "pollute the environment by increasing commuting distances, damage housing affordability, infringe on private property rights and cause the very overpopulation they were created to prevent by encouraging large houses with room for too many children."
