This is exactly how the Spanish Civil War got started in 1936; when the army and most police rose against the leftist government, it armed workers to fight the coup. The government also understood that by doing so, it had doomed itself; those armed workers would accept NO government after that - and they didn’t. They were kept in battle by threats of execution by commissars, but it was a war they couldn’t win; they were no match for trained soldiers.
