Carrying a gun in a holster used to be considered utterly ordinary and normal, least where I grew up (Arizona).
Stunning that anyone would consider it subject to legislative approval.

Yes, it seems to me that all that’s really required is for the Texas Legislature to repeal all of their current laws regarding guns excepting the ones related to those people who are ineligible by reason of criminal acts or mental impairment, and to mandate all local laws and ordinances to be null and void as well. Still, good on Texas for however they accomplish getting into compliance with The Bill of Rights.
They did if they rode into a town controlled by the notorious gun grabber Wyatt Earp.
It was put in place in Texas after the War Between the States or The Civil War, if you prefer.
The Reconstruction government had to change the Texas Constitution to do it, and they did.
Then the Democrats chased out the Carpetbagger governor (literally). He was calling for federal troops when he fled the Governor’s mansion.
The Democrats decided they like the power, so they only halfway restored the state Constitutional protection, allowing the *wearing* of arms to be controlled by the legislature.
