I thought this was related to withholding Justice Department grants, not executive orders. Maybe I missed something?

No you missed nothing. The grant withholding actually came from Sessions, not Trump.

This judge is making a ruling against a news article as no presidential order, guidance or legislation has been made.

The administration can certainly not defy this judge by not denying any grant requests, but just put them in a ‘pending’ pile ala Lois Lerner IRS style delaying them until a real order from the SC smacking the judge down. Just hold all requests from sanctuary entities till the legal dust clears.
