It wasn't funding, it was a grant. A grant is conditional and discretionary.
This judge just made it mandatory and unconditional.

Furthermore, funding comes from Congress. This was a Justice Department grant. No judge has the authority to demand that the Justice Department gives its budget away as the judges decide.
