Sounds like it will likely not be a complete bill, but announcing it will let him claim that he has proposed it within his first 100 days.

To certain people, "next Wednesday" means in two Wednesdays. This, as opposed to "this Wednesday", which would mean April 26.
I don't like the phrase "next ", because it is ambiguous, and therefore meaningless. Accuracy matters.
Hopefully, he means Apr 26. The sooner, the better.
