Sessions is the one responsible for enforcing the law or Executive Order. I am not blaming Sessions for anything. Trump must change or repeal the EO. I have no doubt that Trump and Sessions discussed the issue extensively and determined the current course of action.
The reports are that Steve Schwarzman, the CEO of BlackRock, convinced Trump to renege on that campaign promise.
