I think that's the plan - because we still can't afford to be seen launching a first strike. I presume the US military feels they have the capacity to decapitate the regime in retaliation and has advised President Trump of that.

Considering how little we actually know about NK, I rather doubt that we have the kind of Intel that would facilitate a decapitation strike. They constantly surprise us with weapons tests and agressive military actions for example.
