Ordinance not necessary. They will put your address on their no-knock list if you ask them to. No need to seek a govt solution for a minor annoyance.

The ordinance takes care of all solicitors, some of whom are much more than a minor annoyance. Haven’t had to deal with one in 32 years. Hallelujah!
