And, by the way, government computers are set up so that it's pretty darn hard to disable key programs.
To put it bluntly: She doesn't know HOW to do any of this stuff. She directed an IT tech to go against policy and circumvent the rules. There was probably push-back. She forced him to do it. I can't see any other way for this to have gone down.

If you don't know what you're doing setting up an email server, you'll have connection problems. The most expedient way to restore the connectivity is to disable the encryption (TLS.) It's also a HUGELY bad idea. It's meant to help isolate and fix the problem LONG before the server goes into production!
I've dealt with people like Clinton before. They want it done now, and you better get it working, they don't care what it takes.
It also didnt help when they believed they're not subject to laws and that nobody would dare defy them.
