I dunno. Trump said NATO was obsolete because nobody was paying or caring about the cost of NATO functions except the US and a sparse handful of others. Now countries are committing to pay their 2% and to increase their own cooperation with NATO functions, things look a little rosier. If the bloom wears off, and countries start acting like spoiled dependents again, then NATO will go back to being obsolete.

Yes, he did say that, but he would always enumerate strategies that NATO could take that would make it current, up-to-date.
