Overall, Spicer is doing a good to excellent job. He definitely should not apologize further. It’s called a mistake. It’s clear he didn’t mean to minimize Hitler’s atrocities but to emphasize the Syrian dictator’s crimes.
I think he is as well. I know what he meant. Hitler never used gas attacks on civilian populated areas. He should have been a bit clearer. Better yet, he shouldn’t have resorted to Godwin’s law.
