Posturing. A real strike on the destroyers would be air launched and would include Incirlik, Turkey. Believe me, nobody wants a shooting war. Trump’s strike was to send a message. The Russian ship is sending a message. Let’s hope nobody misinterprets the meanings of the message.
Most likely, the American ambassador in Moscow briefed his counterpart shortly before or after the strike. Probably Israel got a briefing and Turkey as well. Iraq and the Kurds would probably be notified.
