Perhaps you mean you haven't heard a truly rational explanation for their immigration policy.
First, far be it from me to even attempt offering a rational explanation, particularly since the post-Christian, post-Modernist, neo-Marxism that is the majority's 'religion;' fervently practised by E.U. elites, bureaucrats, academia and bankers, etc., is not rational.
Nevertheless, they rationalize this literally insane policy basing it on their doomed demographics. Their population has essentially failed to reproduce itself, and cannot, therefore, pay sufficient taxes to fund bloated pension systems. They are therefore importing (or making a determined effort to import) a replacement generation for uncounted hundreds of millions of the Never-conceived and the Aborted.
Of course, there is a spiritual side to this, not-unlike the Herodian solution to the children born in Bethlehem-Ephrata. The tattered remnants of Christianity are to be eradicated, or so they fervently hope, as Herod insanely hoped to strangle Christ in his crib. They don't want just to make Christendom part of a nostalgic dreamtime, they want it erased, so...
With regard to Islam, they have concluded (not without reason) that Islam will become the majority moral framework in Europe whatever they decide to do, and, perhaps most importantly, these incredibly blind policy makers will not be required to contend with the adjustment problems facing their bourgeoisie and proletariat because they themselves will live on briefly within the equivalent to gated communities; and all of them will be dead soon enough.
