When Rhode Island received its Medicaid waiver, 1 of every 5 residents was enrolled, and costs were growing by 7.5 percent annually. Under the waiver, the state's official Medicaid documents show, costs rose an average of only 1.3 percent a year from 2009 to 2012...

Funny, this comparison fails to mention anything about DFW. I must have some sort of special filter enabled on my computer that allows me to see what was actually written. Either that or RI took some other action in 2009 to export high cost Medicaid cases.

RI is surrounded by Massachusetts, which is one of the most generous welfare states on the continent. It’s simply too attractive for them to move across the line.
