I’d wager it will have the opposite effect, since it will essentially reduce the number of lanes on the highways by 1.
It’s already the law in Virginia, and has been since at least 1965 when I received my driver’s license there.

The bill introduced in the General Assembly would, like the Maryland law, specify a $250 fine.
It’s already the law in Georgia, but my observation is that it is rarely enforced here.
This subject is third in contentiousness behind War Between the States and Catholic/Protestant articles and posts.
Both sides think they are totally in the right.
In Texas I see a lot of ‘left lane for passing only’ signs although a lot of people ignore it, sometimes doing 10 mph below the speed limit.
I’m a stay out of the left lane guy generally, but I do get a little miffed when I’m actually passing people, doing 80, and there’s a jerk behind me annoyed because he wants to go 90.
And after Passing I get out of the left lane and slow down.
I also hate it when I’m in the slow lane doing the speed limit and some jerk rides my bumper instead of passing me.

Contrary to your idea that it won’t, it has done that here in CO.
Bad unsafe law.
Lingering is safe because like tailgating, road debri or an animal while passing will cause an accident.
Lingering allows a safe distance before pulling back into the slow lane.

I seem to remember from when I was learning to drive in NY in the ‘60s, that people who passed on the right, and people who didn’t pull into the right lane after passing on the left, were arrested. I could be wrong, but that’s what I was taught back then.
I do follow the rules of the road.
But violent scumbags who attack other citizens over traffic are a danger to society, and the sociopathic ones who proclaim their intent ahead of time need to be removed from the gene pool immediately when they act on their murderous impulses.
If they proclaim what they intend in advance their is little hope of rehabilitation, so just save the public the money and permanently remove them.

Those are the folks that think since they are doing the speed limit it’s the 50 cars behind them that are the jerks.
Praise the Lord passing on the right is legal in Texas. I have seen some people pull some pretty dangerous maneuvers to get around them though.

You’re so correct. The left lane driver is probably a lefty, no doubt in a lefty car on the order of a Prius.
I love the guys that charge up to you in the left or middle lanes then linger just inside your left quater panel for minutes, then suddenly charge ahead ... wtf
If the cops wanted to write some easy tickets here, they could just start enforcing the existing left lane law.
I live in MD (sadly near DC) and drive the highways. Everyone drives above the speed limit, even those in the far right lane. For you to be “passing” in the left and not holding up traffic, you could be pushing it up past 80mph (I know I’ve had to do it), which under MD law can get you a reckless driving ticket if pulled over.
The law would be unenforceable.

My home state of Louisiana passed a similar law several years ago. It was long overdue. Although I have never seen it enforced, I have noticed that many more people started to drive much friendlier by not hogging the passing lane.
I really dont understand the mindset of vigilante drivers who think that it is their job to enforce the speed limit by hogging the passing lane. Isnt this supposed to be a free country? Move over and LET MY PEOPLE FREE!!! Dont be rude!
Of course this law would NOT be enforced during rush hour bumper to bumper traffic when NOBODY is going anywhere fast anyway as some here are trying to argue. The language of the law covers that situation. And that is just plain common sense. This law is only enforceable when it is safe for a driver to move out of the passing lane, but refuse to do so.
I won’t drive into the city on the four/6 lanes here at all.....it’s insane speed and equally insane drivers!
I always back give myself more space in front of me if I am being tail-gated. Except then folks in the right lane will jump in front of me. I will try to move over to let the tail-gater pass - but of course he has a line behind him so it can be hard to get back into the left lane.
I recall on a one-lane road with an older guy driving. He was passing and passing, but it was a line moving 40 mph and probably stretched for 20 miles. He finally quit all the panicky passing and cutting back in when an on-coming car came. “This kind of driving is just like being married kid. No sense rushing when you know you’re going to get screwed anyway!”
