Some judge will rule that it’s unconditional and the cities should get double the amount.
It is contract law. Present the contract and it is pretty straight forward. Basically if they want the money they have to comply.
Another thing the feds should do is flood these cities, counties, and states with federal auditors to check with a fine tooth comb that all requirements were met for each grant/loan.
