Am praying they take the control building and end this. There is a spillway but depending on the flow, The Euphrates River is large, it could be a disaster.
I don’t know if they have CS, but that might be a good tool to use against these ISIS in a situation like this. It’s unlikely that ISIS has gas masks, even though they’ve used chemical weapons in Syria and Iraq.
Poke hole in Ventilation from tank like Wac(k)o. But without flammable propellant.

Syria is not a signatory to treaties banning the use of poison gas in war - it might be an option.
Would be a human catastrophe. Flood cities for 100 miles and flood Raqqa, giving escape avenue for some of ISIS. No explosives. Gas? Yes.
Some of the folks inside might well be the original crew to operate the dam, with particular technical skills needed, no matter who is running the government.

You're thinking as if DoughtyOne was speaking of a hydrogen bomb, not a neutron bomb.
A neutron bomb is a specialized type of nuclear weapon that would produce minimal blast and heat but would release large amounts of lethal radiation. The neutron bomb as described by DoughtyOne would not affect the dam, thus would not cause a "human catastrophe" (except for the roaches who stayed behind).
The Afghans used to pump diesel into the basements of concrete buildings, and light it, to clear out entrenched defenders. Parts of the dam without electronics might be suitable for that approach. You can just tip over a barrel or two at the top of a flight of stairs, for example. Surprise!

Personally, I'd announce 12:00, then set the neutron bombs off at 11:30 as the roaches got outta Dodge.

There are EMP weapons that are not nukes. They will fry electronics. Not kill humans or destroy property. That would not be appropriate here.
