They got rid of the essential benefits and decided to give it back to the states.
They only got rid of EHB for state Medicaid recipients...anyone buying Ryancare/Obamacare 2.0 still had to buy EHB (and pay a higher price because of it).
Also, mandated insurance coverage with a 30% premium penalty was also still in the bogus bill (section 133).
“(2) BENCHMARK-EQUIVALENT COVERAGE.For purposes of subsection (a)(1), subject to paragraphs (5) and (6) coverage that meets the following requirement shall be considered to be benchmark-equivalent coverage:
(A) INCLUSION OF BASIC SERVICES.The coverage in- cludes benefits for items and services within each of the following categories of basic services:
(i) Inpatient and outpatient hospital services. (ii) Physicians surgical and medical services. (iii) Laboratory and x-ray services.
(iv) Coverage of prescription drugs.
(v) Mental health services.
(vi) Well-baby and well-child care, including age-ap- propriate immunizations.
(vii) Other appropriate preventive services, as des- ignated by the Secretary.”
(2) AMOUNT OF PENALTY.The amount determined under this paragraph for an applicable policyholder enrolling in health insurance coverage described in paragraph (1) for a plan year, with respect to each month during the enforcement period applicable to enrollments for such plan year, is the amount that is equal to 30 percent of the monthly premium rate otherwise applicable to such applicable policyholder for such coverage during such month.
