How the Health Care Vote Fell Apart, Step by Step

WASHINGTON — After several days of dramatic back and forth between President Trump and Republicans in Congress, House Republicans pulled a bill to repeal and replace the Affordable Care Act, delivering the president a staggering defeat in his first high-profile legislative effort.

That’s quite a turn of events. Let’s break them down.

What happened?

Republican leaders shelved the legislation on Friday afternoon — shortly before an expected vote — after House members spent days pushing for concessions on the replacement proposal, called the American Health Care Act. A day before, after the vote was postponed, Mr. Trump demanded that a vote be held on Friday. But the bill was pulled as it looked as though it would fall shy of the 215 votes needed to pass the House.

Who decided to pull the bill? Mr. Trump and the House speaker, Paul D. Ryan, both said it was their decision.

“Ryan says that he advised Trump to pull the bill,” Julie Hirschfeld Davis, a White House correspondent for The New York Times, wrote in a live analysis. “Interesting, because Trump told us that he had directed Ryan to yank it. A lot of blame-shifting going on.”

How did the vote get derailed?

The proposal would have replaced the Affordable Care Act, known as Obamacare, with a system of age-based tax credits to purchase insurance coverage, and its provisions brought a divide between ultraconservative and moderate House Republicans into relief.

The bill was written by the RINOest RINOs and *couldn’t* be amended to get conservative support without losing RINO support.

The Uniparty eunuchs wanted to preserve Obamacare, not repeal it.
They thought if they rearranged it a little, we would be mollified.
Then they could hang it around Trump’s neck and make sure he was not re-elected when it failed and get back to business as usual, importing cheap labor and selling out America.

It was passed with exactly 60 senate votes under extreme pressure of denying the 1st black president his signature law. What makes you think it’d be repealed with any less?

Sorry, guys. I know I’m in the minority here on this one, but this was an extreme blunder by the FC to kill this. Our argument in ‘18 could have been “we took a bite out of fixing this disaster - send us more to fix more”. Now, our argument is what exactly? It is nothing. “Obamacare sucks, sorry we couldn’t help ya.” ?

This is such a mess. Ryan has to go.
Trump has to jump on this and get control of the message on health care rather than let the dems run wild with this.
Grab the bull by the horns and lay waste to everything in his was to repeal at a minimum.
Then get a passable bill passed!
Americans voted for Trump to get rid of the disaster that is 0bamacare! Make it happen!

Listening to Congressman Jim Banks of IN today, he was saying it wasn’t just the Freedom Caucus who killed this, it was also several of the GOP moderates and liberal republicans who were claiming this went to far in undoing parts of O’care for their liking.

Problem is, they’d have gone along to get it to conference whereas the FC would go along with nothing but full repeal. Another way of saying that is to say they’re voting to keep Obamacare around in full until we have 60 senators for full repeal, which means our grandchildren will still be grappling with this albatross like us w/ SS & Medicare after a few more kicks down the road.

I agree...the FC made it sound like they were working with him, so he Trump gave the them 80% of what they wanted and they still said no. He lost a handful of moderates because of the FC concessions, but the FC said no as a block.

That was my view. Not so sure anymore. When the HFC got the ‘essential benefits’ returned to the states and they and Heritage Action still opposed the bill instead of taking the win... something hidden was going on. That’s not normal behavior.
Don’t understand it yet. NYTimes isn’t any help.

My guess is that Trump wants to say “Well, I tried to fix it before this happened but Congress wouldn’t let me!” when things fall apart. And thus be in a good negotiating position.

The repeal effort failed seven years ago. Seven years the GOP had to craft a market-based alternative. All of the GOP members of congress bear responsibility. All of those votes for repeal were made knowing that they were meaningless. It was all for show.

The GOP think tanks should have been preparing a credible alternative - several alternatives, in anticipation of the GOP regaining control. When the GOP had to lay their cards down they had a pair of twos. There was no “replace”.

Ryan should not survive as speaker. He is finished. Priebus got out just ahead of the posse but he is equally guilty. Every GOP member of congress is guilty.

My heart was with the FC but my head tells me it needed to pass. It had some good things in it and it was a start. Looking at the Rats and MSM celebrating is a sickening spectacle. Trump needed a win.
