I agree this is meaningless as far as ISIS is concerned. Their treatment of prisoners — burning alive, beheading, rape, torture — are ALREADY war crimes. There is nobody associated with ISIS that isn’t already condemned to death, so a UN “warning” cannot be aimed at them.
