The author's point is that churches should figure out how to do this effectively and without forcing parents to pay enormous costs.

Not REALISTICALLY possible. Yes, for most there may be possible ways, however slight. I read an article last week that most Americans couldn't write a check for $500 because they were so stretched from paycheck to paycheck, so no matter how much many parents many care, their options are severely limited.

Also, one thing that is not to be ignored is that many of the so-called "mainstream" churches these days have become ultra-liberal, so even if Church Schools become a possibility, you may not want to pursue that choice.
