The Obama Administration were expecting Hillary in office, so this was all a rushed, hasty job quickly set up to sabotage and undermine Trump.
They failed big and now it's unraveling big.

Not only that, but most means of communication are “wireless” anyway. Ergo Trump’s use of quotation marks wheh he used the term “wiretapping.” It was likely a metaphor for surveillance.
Maybe one of the dossier was titled “Devin Nunes” complete with margin notes by Barry Soetoro
Trump did not claim that Obama personally wiretapped him.

This term in its antiquated usage applies to a land line. But most communication channels use other transport mechanisms—VoIP, cell phones, satellite phones.
Non-voice media includes email, text, social media, etc.
Nunes says “it was essentially a lot of information on the president-elect and his transition team and what they were doing.” He also said, “What I read was clearly significant information about president-elect Trump and his team.”
When an administration is spreading around reports of political and personal discussions, failing to mask that information, and the information itself isn’t of foreign intelligence value, you have the makings of a huge scandal.
Many of the reporters at the press conference didn’t seem to know the significance of what they were being told,
