Full repeal now. Then fix the rest in stage two and three. Not tweak it now and never get to stage two and three.

Repeal Now, Replace Never. Folks, we're talking about the public sector trying to fix something. That hasn't EVER worked in the past. It won't work in the present, much less in the future. The better solution to the problem will be found by the private sector. Get out of the way and let it happen.
