As has been pointed out by others (e.g., Larry Kudlow and Ted Cruz) a case could be made that anything about Obamacare repeal impacts the budget and so can be included. But the GOP could simply replace this Democrat parliamentarian with a more amenable GOP one—as they should have by now anyway—or have Pence come in and overrule her from his seat as well.
The reconciliation excuse has been big lie used by Ryan and Trump to falsely claim that a better bill couldn’t be passed.
