Has there ever been this level of resistance/interference by a prior administration to the incoming?

Yes. 1861.

Having threatened to do so if Republican Abraham Lincoln won the Presidential election, Democrats of the southern states took up the sword of treason to preserve their political and economic power.

John B. Floyd, the Secretary of War, was sending guns and ammunition to southern militias when secession talk was loud and getting louder, with the likelihood that secessionist forces would make use of them against the US.

It's a murky situation. So long as the states hadn't voted to leave the union, they were legally entitled to a share of federal equipment. Floyd had an alibi for much of what he did, but there was so much corruption and chaos that just how guilty he may have been is still being discussed.

Floyd was charged with fraud in his (and his department's) financial dealings and fled South were he became a Confederate general. I think it's safe to say that whatever the legal aspects of the case, he was very definitely arming those he knew would become insurgents before too long and working against the new administration and the country.

LS, the historian was referring to Jefferson’s dealings with Layfayette and the French, I believe. I will contact him for clarification.

I think it’s a general principle of his that rebellion kept the leaders in line-—but I note that when Adams “rebelled” against his administration by appointing the “Midnight Judges,” he didn’t like that “rebellion” one bit.
