Clearly not all LEOs carry, and I wonder how many who do carry have live ammo in their weapons.

I was in London for 5 days. This was a typical sight on the streets every day I was there. I watched them pull shift changes from vans on the street. Were their weapons loaded? I would certainly hope so.
