It actually IS his call. Syria is still a sovereign state. Russia was invited in by the government of Syria as an ally. Russia thus has a legitimate right to shoot down any aircraft attacking any forces of their ally.

Russia is arming Syria and Hizbollah-Iran. The Iranians are riding high after the Obama capitulation. Russia, Iran Hizbollah are all beginning to form a pincer movement on Israel and thisIsrael will not allow. Arming Hizbollah with GRAD rockets, S-300’s S-400s and tons of other advanced armaments puts Israel straight in the cross hairs soon. Israel may well be facing a long-awaited and anticipated combined attack which will lead to Har Megiddo or Armagheddon...
