The article opens with a statement about sexual abuse of “infidel women”, but per the corresponding Daily Mail article the girl was living at the same asylum center, so more than likely also Arab.

I personally blame Europe’s long decline from the elimination of the death penalty.
Of course there is no need for cruel and unusual punishments. Hanging, firing squad, gas chambers (or not, considering German sensitivities in particular), electric chairs, all of the quick ones should be acceptable.
