States with heavy reliance on federal grants-in-aid tend to have a combination of modest tax collections (reducing the denominator) and sizable low income populations (correlating with greater per capita reliance on Medicaid, housing assistance, and other low income and poverty relief programming, and with a greater share of federal education support), said the Tax Foundation.
28% of the adult Maine population are on Medicaid along with 34% of the children.

No question smaller,we need to have a govt. that does as little as possible favoring the states to do the necessary tasks. Big govt. never works. let the states do most of what then need.
Big govt. should keep us safe protect the currency and little else.

Yeah, well it didn't used to be that way, but after 50+ years of RAT control of the legislature.... Originally the French-Canadians moved here to work...unlike them, the Somalians (thank you Bush/Baldacci) moved here to collect...5000 of them. No federal funding.
After NAFTA, all the shoe factories, textile and paper mills went away. There are still companies closing their doors and moving somewhere else. (49th business friendly state) Whole towns are affected whenever this happens.
If you want to buy a big ugly brick building and turn it into a .....whatever....we got em.
So the main way now to have a job is self-employment, and then the only way to get insurance in the individual market, which they killed. So guess what!
You want the blueprint to destroying a state's health insurance markets, and implementing single payer?....I got it.
