I completely disagree with that statement, almost everyone whose ever met Mr. Trump say he's extremely personable.
Trump chooses not to be friendly when it suits his purpose, but there's no question he has natural likability. He wouldn't be where he is today without it.

That is why Trump is so different. He’s putting the country first, which is antithetical to our Congress. Thirty years ago or more I had a meeting with H.L. Richardson who was a Conservative Congressman from Southern California at the time. He rattled off a list the enumerated the relative importance of various
“constituents” to most members of Congress. “The people who elected them,” was sixth or seventh down the list.
