My take:

I like this test for whether a program should get funding. Since all government taxation comes with threat of enforcement thru the use of force, we should ask ourselves "Is this something I feel that my neighbor should be forced to pay for at the end of a gun?"

Do I feel that we should all have to contribute to the common defense even if we need to be coerced? Yes. Should we all be forced to build a museum? No.

Plenty of private funds can pay for these projects.

It bugs me that people of modest income living hundreds of miles away from a city with a museum are forced to pay for it so the elites can feel good about themselves.

African Development at #1? But that will make the Black Caucasians angry right off the bat! HUD? That will REALLY make them mad when Ben Carson is out of a job-around 2020. Make him VP. Pence is too nice.
