Well said. My point is that it is that local governments are breaking no laws when they refuse to help the feds with illegal immigration. But they (and private employers as well), are in fact breaking laws when they aid and abet illegal immigrants. The technicalities of how the feds can use this leverage is for smart people such as yourself to figure out.

Right -- but I should clarify something here. My previous comment about states like California that issue different driver's licenses to illegal aliens is only partly true. They give them a different license, but the license could be obtained by anyone who wishes to obtain a license that does not meet Federal standards for identification (for TSA purposes, in particular). So anyone who sees the license may assume that the person is an illegal alien but will not be certain of it. More importantly, anyone other than a Federal employee or someone interested in turning them over to ICE may have no reason to even ask them about their legal status in the U.S.
