Patrick wasn’t from England. He was American. He was an American time traveler.
He was sent back in time to infiltrate Ireland and steal all their snakes.
He was sent to steal all the snakes so that his employers could generate a new timeline where they dominated the snakeskin boot market rather than the Irish as in the original timeline.
