VA is an ID state. Mine was scanned when I voted in the 2016 election.

But is it mandatory photo ID laws, or simply OPTIONAL ID?

During the last election, Illinois even introduced brand new fancy machines that scan driver license cards and generate the person's voter ID number on screen (we were trained on how to use them when we served as election judges), since so many voters hand the election judge an ID card anyway. But they are by no means required. IDs are only required here for "Inactive Voters". You can even register to vote ON election day in Illinois, with NO photo ID required.
