It was still the law. You still want a prosecutor to enforce the laws you agree with. If I were inbthe DNC I spinbthis as a firing to shuekd Trump from prosecution rising out of his business dealings with the Vity and State. Tax credits, land use at below market rates, political contributions and pay for play, zoning changes to allow for construction. No one does real estate and construction in NYC without breaking the law And the Dems have a nasty marxist in AG Schneiderman who is chomping at the bit to go after Trump, fairly or not.

There was no law forbidding the risky mortgages... if there was, there would have been criminal prosecutions. The DOJ shook them down to fund radical groups. It was cheaper to pay the fines than to fight the DOJ.

Banks didn't want to go into the risky loan business... there were hearings in Congress in the 1990's where they spoke out against that. Congress gave them and out by allowing them to package and resell those bad loans.

Barney Frank and others managed to keep Federal oversight away from the situation during GWB's terms... until the time was right, just before Obama's election... then all of a sudden it was "OMG! Look at this mess!"

Banks were threatened by discrimination lawsuits from Congress if they DIDN'T make those loans.
