I think this line is probably the one unless I’m missing something (which is always possible) :

he would pressure lawmakers opposing repeal and replace by campaigning against them in their home districts. In other words, he is going to campaign against people more conservative than himself knowing that if such campaigning is successful, it will result in more lefties and rinos in office.
