Who runs the IRS and the executive branch now... something seems to have changed...
Well the IRS is an Agency within the Department of Treasury which was as established by an Act of Congress in 1789 to manage government revenue. The Department is administered by the Secretary of the Treasury, who is a member of the Cabinet.
The Executive Branch is of course run by the President.
