-Drop the tax penalty. End it now.
-Anyone getting subsidized plan now keeps it.
-Get the private plans back and do the welfare thing.
That would be a starting point. From there you declare victory and then start to tweak it for the obvious budget problems it creates.
No, this bill will in practicality extend Obamacare to around 20 million illegals in this country. That alone makes it much worse.
