Wiretapping invokes thoughts of some ancient Baby Bell copper line. This was likely an all out assault on servers, data archives, VOIP, keystrokes on dumb terminals, cellular communications, and so on. They were probably bouncing lasers off windows to pick up audio and using FLIR to track movement and identify individuals. Toss in some DARPA technologies that haven't made it out in the wild yet.
BTW, what ever became of that black ops guy, reported dead 4 or 5 years ago, caught wandering around an upper floor of Trump Tower?
