That more than anything protected Slick during his two terms of office, as no prosecutions were brought against all the members of his administration who were underperforming or performing with malfeasance in their appointive offices.
Even the Special Prosecutor, Ken Starr, could not cut through this fog of obfuscation and chicanery to get at the REAL high crimes and misdemeanors.
This is called “playing hardball”. Brushbacks and beanballs are perfectly acceptable.
And ultimately deadly.
