I do not think that is what he meant. I think he is talking about replacing family based immigration, where we import old people, and sick people. We should not allow anyone to immigrate that can not support themselves. The law now says that each immigrant has to have sponsor, but it is not enforced.
Old people, that have never contributed to SS come in and are given SSI. They are also a drag on our health system as eighty per cent of a person health care expense is spent in the last six months of their lives.
