Nope. Much better to only do the first item on your list, paving the way to a disaster of epic proportions that the inner city blacks will blame on their puppetmasters, rather than on the Fed & State govts. I would LOVE to see a revolt of the inhabitants of the Democrat Plantation against the corrupt elites who keep them in bondage for selfish gain.
Far preferable that the inhabitants view City Hall as the villains, rather than the Feds or State.
The removal of all the Fed $$, when combined with the impending removal of the State $$ if they don't end their "sanctuary" for lawbreakers, will turn their barely tolerable living conditions into a true hell. No matter how tight a control on news spin the City has on the inhabitants, word will eventually get through that their plight is due to City Hall choosing the needs of the recently-established Illegal community over their long-established Black community.
Hopefully the end result will be a revolt against City Hall, and the entire bunch turned out. The immediate consequence would be a new regime who quickly ends the Sanctuary status, followed by the return of Fed $$ and State $$. Longterm the result for the city itself will be a new bunch of corrupt local leaders as usual, but at least with few-to-no $$ spent on foreign lawbreakers.
But the longterm result for all American mega-city cesspool governments could be VERY positive, even outside the Sanctuary issue. Up until now, the only fear these cretins have of being held accountable for their incompetence are criminal corruption charges brought by a higher level of government prosecutor who they have no authority over.
The one thing they have NEVER had to worry about is being held accountable by local voters.
If that paradigm ever changes, it's a whole new ballgame for them. Sanctuary Cities would quickly become a thing of the past, for starters. And who knows what else?
When reasoning with the consciences of wrongdoers is not an option, the remaining option is to reason with their fears.
Let's just remove the $1 billion, making clear over & over & over that this is due to City govt flouting the immigration laws. Leave them alone for awhile to stew together with their constituents in this mess. And see what happens.
And bring popcorn!
Once you start breaking the moral law and enacting sin into civil law, nothing else is much of a surprise in a city with a designated "Gayborhood" that threw the Boy Scouts out of its property over "gay rights."
