Under VRA Sections 203 and 4(f)(4), certain jurisdictions must provide bilingual written materials and other assistance for non-English-speaking citizens. The language minorities covered under the VRA are American Indians, Asian Americans, Alaskan Natives, and Spanishheritage citizens. The Census Bureau determines which jurisdictions are covered under the language-minority provisions, based upon a formula set out in the VRA. I hope everyone observed the words “assistance for non-English speaking citizens” in the third line of the large paragraph. It didn’t reference anything about whites’ rights or privileges anywhere. This guy is going to be the best screw-up since Howard Dean.
