The auditors know who made those purchases. Each one, along with whomever approved them, should be fired.

Which is why elimination of the positions is the easiest way.I agree. However, there's no internal incentive to eliminate positions. That's why I think Congress has to do it by wiping out whole Departments/Agencies.
It would be better for the country if we continued paying all the Federal employees but made their jobs vanish. At least they wouldn't be mucking things up for real workers.
