The auditors know who made those purchases. Each one, along with whomever approved them, should be fired.

I agree. However, there's no internal incentive to eliminate positions. That's why I think Congress has to do it by wiping out whole Departments/Agencies.

It would be better for the country if we continued paying all the Federal employees but made their jobs vanish. At least they wouldn't be mucking things up for real workers.
