Trump effect or not, it is way overdue. The local cops know who the bad actors in Chicago are, and could have shut down 80% of these weekend slaughters any time they wanted. But for the most part Chicago PD weren't allowed to "profile" and shut down these thugs.

With Trump putting a spotlight on the issue, Rahm is finally doing the right thing.
