I will say, based upon the scope and complexity of the task, the time for submission preparation and review of Step One is insanely condensed and the time for Step 2 is about a third of what is normally allowed.

Additionally the bidders will be asked to submit five projects they have completed of a similar size and scope for the Government with contact information and show similar experience for their Design team member firms.

I would imagine that they will let five to ten contracts for this project. and have all the Awarded contractors starting Design at the same time with Construction starting in as little as 60 days after award. There will be large “liquidated damages” penalty amounts for non-completion by certain dates.
