Yep. Draft criteria, partition into groups of cases. Review groups and decide fairly for each case according to the group assigned.
Example:
350,000 are children < 18 yrs, parents or guardians here illegally. Deport entire family.
150,000 with criminal records or wanted for arrest. Drop chute them over Syria.
100,000 adult cases found unemployed and on government assistance. Send them on boats to Cuba.
50,000 cases found working under the table, not paying taxes. Send them on boats to Venezuela.
50,000 cases attending night school and failing (but getting a ‘B’ in Spanish language class; https://www.youtube.com/watch?v=LLqqZmNFa_A). Round them up and send them to Zuckerberg’s 750 acres on Kaua’i.
50,000 go into hiding because their friends in night school got rounded up. Put a bounty of $10,000 on each head.

ah. ok. I thought you may have meant giving each and every one of them a painful, drawn out administrative hearing — complete with lawyers, judges, appeals, and a full set of constitutional rights.
THAT would take decades. the dreamers would be on social security by the time that process ended.
but dividing them into groups with similar circumstances sounds reasonable.
