It was about 2 or 3 years ago now, during the peak of the cartel related violence, with all the hacking up of bodies and long hit lists that made El Paso’s sister city, Juarez, the most dangerous place to be in the Western Hemisphere, when some sort of deal was struck, and a call went out from those at the top to quit all the killing. It was not only bad for business, but they were told that if it continued, due to all the publicity they were drawing upon themselves, there would HAVE to be repercussions.

Night and day difference. It was as if someone flipped a light switch. I am certain that all the lower to mid level rival cartel members were told that if they didn’t knock it off, and stop all the violence immediately, they could expect to go to sleep one night, never to wake up, after having been paid a visit by some uniquely trained individuals hired by their own cartel.

So in reality ..... its now a safe haven for Cartels that police themselves. A model city per se.
