President Trump is planning to issue executive orders this week to begin rolling back the centerpiece of President Obama's climate change agenda with several other regulations.
Trump is expected to soon issue the orders targeting regulations put into place by the Environmental Protection Agency, including the Clean Power Plan, which directs states to cut greenhouse gas emissions from existing power plants.
The EPA climate plan was halted a year ago by the Supreme Court until the courts can rule on litigation by 28 state attorneys general, the coal industry and hundreds of individual companies and industry groups.

Congress needs to act, to cut their budget and define and limit their mission.

Everything just stays in place until a future Obama comes along and gives the same massive apparatus and all its leftist-ideologues a new mission.

These actions affecting the EPA come only after Pruitt was confirmed as its head. In the long run, the Dems’ slow-walking of Trump’s nominees may prove a benefit, since it encourages appropriate spacing-out of such measures once secretaries are confirmed and discourages unrealistic expectations for rapid results and overly-hasty drafting. Trump has the opportunity thereby to keep up a resolute series of such wins into the foreseeable future.
I have a friend who owns 10 acres with a stream running through it, and he talks about how he does not dare build a small pond or do anything at all in relation to the water. I don’t know how bad the reality is with current regulations but that is the advice he’s been getting. I hope that the new EPA gets out of the business of micro-managing peoples’ lives.

I deal with this stuff all the time. Your friend is wise to leave the stream alone. The EPA...and STATE agencies now have a fetish - they scour Google Earth and similar sites for ‘un-permitted’ dams, etc.

You got it right. Congress needs to get off their asses and pass laws reining in these out of control fourth-branch administrative law agencies. Congress created them — it needs to control its monsters unleashed on us. As you say, fiat dictate by EO won’t stand the test of time.
As long as it isn’t a wetland and he does’t affect his neighbors drainage, there really shouldn’t be a problem.
Check with the county surveyor for guidelines and setbacks from road, ditches and property lines.

Dams and levees are now a no-no, for sure.
They changed it to where I can still be held liable for a pond I built for someone 20-30 years ago if it blows out and washes silt downstream.
And I’ve built several that way over the years.

Not enough. This is administrative law and unconstitutional. Congress makes the laws not the executive branch. Abolish this unconstitutional agency, despite the fact Congress created it. Thank you Nixon, you screwed this one up.
